Biography

H.E. Dr. AKP Mochtan was re-appointed as the Deputy Secretary-General of ASEAN for Community and Corporate Affairs (DSG CCA) for the period of 2016-2019. He first served in this post from 2013 to 2016. As a Deputy Secretary-General of ASEAN, DSG Mochtan holds the rank of a Deputy Minister.

DSG Mochtan assists the ASEAN Secretary-General in providing leadership and directing the operations of the ASEAN Secretariat (ASEC) covering the broad functions of administration and general affairs, finance and budget, human resources, information technology, information resource management, protocol and formalities, legal affairs, and programme cooperation and project management.

DSG Mochtan also oversees the ASEAN Secretariat’s outreach and community relations activities, facilitating dissemination of information through the ASEAN website and other digital communication platforms, as well as strengthening relationship with various groups of the community such as the media, civil societies, parliamentarians, and academicians, among others. A seasoned administrator, Dr. Mochtan has held senior positions in various international organizations.

He was the Administration and Finance Director of the Asian Productivity Organization (APO), an intergovernmental organization based in Tokyo. DSG Mochtan graduated from the Faculty of Social and Political Sciences, University of Indonesia. He obtained his Master’s degree from the Graduate School of International Relations, International University of Japan, and PhD from the Graduate School of Public Administration, International Christian University, both in Japan.
